Focusing only on PCB cost is risky
There is a saying, when you buy a cheap tool, you buy it twice.
PCBs today have become very accessible. You can easily get prototypes for a very low cost. This has helped a lot of makers and tinkers into PCB design. These low cost prototypes work but not for scale.
While the board may look the same, technically they might be quite different.
When you design boards for scale, you need to have a very good relation with your manufacturer and provide with all the documentation along with what standard the PCB should be made.
Cost is the part of the equation, not the equation itself.
